HACCP Training UK — What the Law Requires and Which Level You Need
Every UK food business is legally required to operate food safety procedures based on HACCP principles — but the regulation deliberately does not say who must be trained, or to what level. That judgement is left to the business, which is why the most common question is not "where do I get HACCP training" but "who on my team actually needs it, and how deep does it have to go". This page answers that before you pick a course.
The legal duty comes from Article 5 of Regulation (EC) No 852/2004, retained in UK law after EU exit. It requires food business operators to put in place, implement and maintain a permanent procedure based on the seven HACCP principles. Note what it does not say: it sets no minimum training level, names no awarding body and specifies no refresh interval. An environmental health officer assesses whether your procedures are appropriate to the size and nature of your business — and whether the people running them understand what they are doing.
That proportionality matters. A small café is not expected to produce the documentation a manufacturing plant would. For smaller caterers the regulator provides simplified HACCP-based packs that satisfy the duty without a full plan: Safer Food, Better Business (SFBB) in England, CookSafe in Scotland, Safe Catering in Northern Ireland, and Safer Food, Better Business for Wales. If you are working from one of these packs, the person maintaining it still needs to understand the principles underneath it — that is the gap HACCP training fills.
The practical split is by responsibility, not by job title. Anyone who designs, documents, reviews or signs off the food safety management system needs HACCP at Level 2: typically the head chef, the owner-operator, the catering supervisor or whoever fills in the SFBB diary and decides what to do when a check fails. Everyone else — line cooks, kitchen porters, prep staff working to the system rather than writing it — needs awareness-level understanding so that monitoring steps and corrective actions actually get followed on a busy service.
HACCP training is not a substitute for food hygiene training, and the two are assessed separately at inspection. Food hygiene covers personal behaviour and the practical rules: temperature control, cross-contamination, cleaning, storage. HACCP covers the management system that governs those rules and proves they are being followed. A kitchen where everyone holds Level 2 Food Hygiene but nobody understands the HACCP plan will still struggle on the 'confidence in management' element of its hygiene rating.
One more point worth knowing before you buy: no HACCP certificate is legally mandatory, from any provider. What is mandatory is having HACCP-based procedures in place. A certificate is how you evidence that the people responsible for those procedures were trained — which is what an inspector asks to see, and why the certificate needs a name, a date and a verifiable reference on it.
